9 IAF personnel killed in mid-air copter collision

DISASTER IN THE AIR: IAF personnel inspect the remains of two MI-17 helicopters, which collided and crashed near Sarmat village in Jamnagar district n Thursday.

Two MI-17 helicopters of the Indian Air Force collided in mid-air in Gujarat’s Saurashtra region on Thursday, killing all nine IAF personnel aboard.
The collision occurred over Sarmat village, when the personnel were on a routine training mission. Each of the helicopters, which took off from the nearby Jamnagar airbase, carried a pilot, a co-pilot and two other trainees. One of them also carried a training officer practising target bombing. This is the first time two IAF helicopters collided in mid-air and fourth crash this year involving IAF aircraft.
According to the Jamnagar Superintendent of Police, most of the bodies were charred beyond recognition. Television footage showed the helicopters flying almost parallel to each other and their upper rotors colliding. While one of them went down, the tail portion of the other broke sending it into a spin before crashing. Both of them caught fire in the impact of the collision.
Defence spokesman group captain M.G. Mehta said a Court of Inquiry was ordered into the crash.
According to agency reports, IAF officers, police officials and the Jamnagar Municipal Corporation fire brigade reached the spot shortly after the crash. The firemen doused the burning wreckage.
Defence Minister A.K. Antony expressed sorrow at the tragic incident and conveyed his condolences to the bereaved families, the spokesman said.

11 arrested for “plotting terror in Karnataka”

DG and IGP Lalrokhuma Pachau arrives at police headquarters during the emergency press conference in Bangalore on Thursday. Photo: G.P. Sampath Kumar
The Central Crime Branch of the Bangalore police have arrested six men from the city, including an English newspaper reporter, and five from Hubli on charges of plotting a terrorist attack in Karnataka.
Addressing a press conference here on Thursday, Director General and Inspector General of Police Lalrokhuma Pachau said the accused were plotting to assassinate prominent politicians, Hindutva leaders as well as some journalists (known for their virulent anti-minority columns). He dismissed earlier claims by police officers, who told reporters on condition of anonymity, that the Uttar Pradesh police were involved in the operation. All arrests were made on Wednesday.
In a release, the police claimed that they recovered a 7.65 mm pistol and seven live rounds from those arrested in Bangalore. The police said the accused were “working for the Lashkar-e-Taiba and the Harkat-ul-Jihad-al-Islami” — terror organisations known to have divergent ideologies.
Among those arrested was 26-year-old Muthi-ur-Rahman Siddiqui, a reporter who was on the higher education beat for Deccan Herald. He was arrested from his flat at Mubarak Mohalla of J. C. Nagar along with his roommates, identified as MCA student Shoaib Ahmed Mirza, his brother and DRDO junior scientist Aijaz Ahmed Mirza (26), Abdullah Hakim Jamadar (25), Mohammed Yusuf Nalband (28), BCA graduate and salesman Riyaz Ahmed Byahatti (28).
Those arrested from Hubli are Ubedullah Imran (24), Mohammed Sadiq Lakshkar (28), Wahid Hussain (26), Dr. Jaffar Iqbal Sholapur and Mehboob alias Baba (26).
The police claimed that the group, which was allegedly linked to an international terror network, had been under surveillance for the last four months, and was arrested just before it was about to execute its plan. The accused are also being investigated for their role in circulating SMSs and MMSs that led to panic among people from the northeast residing in the city, says the release.
However, contesting police claims, A. M. Mirza, father of Shoaib and Aijaz Ahmed Mirza, said his sons had been framed as part of a “larger conspiracy.”

India's 26/11 case gets a boost ahead of PM-Zardari meet

Tehran: With the Supreme Court on Wednesday upholding the death sentence on Pakistani terrorist Ajmal Kasab, India's case for action against others involved in the Mumbai terror attacks got strengthened ahead of Prime Minister Manmohan Singh's meeting with President Asif Ali Zardari in Tehran on Thursday.
The two leaders will confabulate on the sidelines of the Non-Aligned Movement Summit shortly after Zardari flies across from Islamabad. The scheduling problems for their second meeting since the Pakistani leader came to Delhi in April, have been resolved and they will meet at 7 pm IST.
Terror remains high on the agenda and India's continuing concerns over lack of action against those in Pakistan believed to have been actively involved in 2008 Mumbai attacks will be flagged by Singh.
India's 26/11 case gets a boost ahead of PM-Zardari meet
External Affairs Minister S M Krishna, who is also in Tehran for the NAM meeting, lost no time in drawing attention of the apex court's verdict on Kasab.
"I am sure Pakistan will not fail to take note of it," Krishna said and quickly added that the Pakistani judiciary is also proactive.
"The Supreme Court is the highest court of appeal in India and when it announces something it becomes law of the land. Other things will follow," he said.
Officials pointed out that India had convicted some of those involved in the Mumbai attacks through the same set of evidence which was provided to Islamabad in a trial which was not a "show trial".

Narendra Modi rules out apology for 2002 Gujarat riots

Washington: Gujarat Chief Minister Narendra Modi has refused to apologise for the 2002 riots in the state.
"One only has to ask for forgiveness if one is guilty of a crime. If you think it's such a big crime, why should the culprit be forgiven?
"Just because Modi is a chief minister, why should he be forgiven. I think Modi should get the biggest punishment possible if he is guilty. And the world should know that there isn't any tolerance for such political leaders," he told The Wall Street Journal.
Narendra Modi rules out apology for 2002 Gujarat riots
He was asked whether he would apologise for the riots which his critics demand.
Modi parried a question whether he sees himself as a future prime minister, saying he was concentrating on Gujarat. "I can't think beyond that," he said.
The paper said Modi attributed malnutrition problems in his state partly to Gujaratis being largely vegetarian and partly to body, image issues among young women.
"The middle class is more beauty conscious than health conscious- that is a challenge," he said.
"If a mother tells her daughter to have milk, they'll have a fight- she'll tell her mother 'I won't drink milk. I'll get fat," Modi added.

Strauss says ‘race is run' as he quits cricket

Strauss says ‘race is run' as he quits cricketLONDON - England Test captain Andrew Strauss said his "race was run" as he announced his retirement from all professional cricket with immediate effect on Wednesday. And he insisted his decision to quit had nothing to do with the fall-out from the ongoing England exile of star batsman Kevin Pietersen.
"After much thought over the last few weeks, I have decided to step down as England Test captain and announce my retirement from all forms of cricket," Strauss said in an England and Wales Cricket Board (ECB) statement issued ahead of a news conference at Lord's.
"It has clearly been a tough decision to make, but I believe that it is both in the best interests of the England cricket team and myself to step down at this stage," the 35-year-old, who played exactly 100 Tests, added. "The driver to all this is I haven't batted well enough for a long time," Strauss later told the news conference. "I wasn't going to improve batting-wise, I've run my race.
"It's one of these decisions when you know when your time is up." Strauss has enjoyed modest returns with the bat in recent years and his 122 against the West Indies in May was his first Test century since November 2010. He followed up with another century, at Trent Bridge, but averaged just 17.83 in six innings against the South Africans.
Alastair Cook, already England's one-day captain and Strauss's opening partner in the five-day game, was announced as the new skipper of the Test team. England dropped Pietersen, who hasn't played international cricket in any format since making 149 in the drawn second Test at Headingley, after he admitted sending "provocative" texts to South African players. Some of these were alleged to have been critical of Strauss, who succeeded South Africa-born and raised Pietersen as England captain in 2009. But Strauss said he'd spoken to England coach Andy Flower about retiring "before the Kevin Pietersen situation reared its head".
Strauss's last Test was a 51-run defeat by South Africa at Lord's, his Middlesex home ground where he made his Test debut in 2004, earlier this month that saw England surrender their number one Test ranking to
the Proteas. Strauss scored 21 hundreds -- one shy of England's all-time record -- and led England to the top of the world Test rankings, a run that included home and away Ashes wins in 2009 and 2010/11.
Cook's first Test as captain will be the first of a four-match series in India in November. The 27-year-old, who replaced Strauss as one-day captain after last year's World Cup, paid tribute by saying: "He has been a fantastic captain, has led from the front for three-and-a-half years and is a true ambassador for the game.
"I know this can't have been an easy decision for him and everyone in the dressing room will be sad to see him go. I'm very excited by this new challenge, it is a huge honour to be appointed Test captain." Meanwhile England managing director Hugh Morris said he would meet with Pietersen and Flower in the coming weeks in a bid to discover the precise content of the text messages.
He was more forthcoming in praising Strauss who, after taking over as Test captain from Pietersen following his public rift with former coach Peter Moores in 2009, steered England through one of their most successful periods. "He has been a great servant for Middlesex and England and an outstanding ambassador for the game, not just in England but across the world," Morris said.
England's form in 2012 has been poor, with six defeats in 11 Tests culminating in a 2-0 series loss to South Africa, their first home reverse in four years. As a player, Strauss scored a century on Test debut, against New Zealand at Lord's in 2004 and in all scored 7,037 Test runs at an average of 40.91 and took an England outfield record 121 catches, mainly in the slips.
His 50 Tests as captain produced 24 wins, making him England's second most successful Test skipper behind Michael Vaughan. "For me, personally lifting the (Ashes) urn in Australia was the highlight and it was always going to take a huge amount to beat that," said Strauss, who added he'd yet to decide on his future career. I go out with absolutely no regrets, I've had such an amazing career. I've achieved far more than I ever thought I was going to and that makes me feel very proud and very honoured to have represented England."
Asked how he'd liked to be remembered, Strauss, after saying he "hated" the question, replied: "That I played the game in the right way, adhered to my principles and if people remember me for that I'll be very happy."

Republicans haunted by ghosts of Katrina

Republican presidential candidate Mitt Romney and his wife Ann in Wolfeboro, New Hampshire 27 August 2012Tropical Storm Isaac has passed Tampa, Florida, with no more than some heavy rain and high winds.
There really was no need to cancel the first day of the Republican National Convention.
But it is where the tropical storm is heading next, to a place of awful memory, that haunts them now.
If organisers of this convention wake clammy in their hotel beds, sweaty hands clutching hearts that beat too fast, it is because they have had a very vivid, very specific nightmare of how this week could end in disaster if they mishandle a tragedy.
A dream of presidential candidate Mitt Romney ripping into President Barack Obama, delegates going wild, triumphant and happy as the levees break, thousands flee in misery and New Orleans sinks beneath the waves.
For behind Tropical Storm Isaac lurks the ghost of Hurricane Katrina, raising shades of awful memory.
That hurricane hit New Orleans seven years ago this week and although former President George W Bush insists it is most unfair, the handling of that catastrophic storm has become a symbol for a Republican failure, a casual, callous indifference to the plight of poor black residents.
Imitating Popeye The opening of the Republican National Convention, Tampa, Florida 27 August 2012So there is talk, fanciful and fearful, I think, of cutting the conference to one day and Mr Romney making his speech from another venue.
They should be haunted too by Arizona Senator John McCain's suspension of his campaign in 2008 because of the economic crisis, and how silly that looked.
But this is how strategists get when they feel the prize within their grasp, and the recent opinion polls will have excited them.
It all underscores how important it is for them to get the tone right this week.
It is about making Mr Romney appear worthy of becoming president. He - or his advisers - have hit on a curious formulation to achieve this.
It might not be easy to imagine Mr Romney with a small pipe, oversized, tattooed muscles, glugging back a can of spinach.
But the soon-to-be officially nominated Republican candidate has been quite insistent in recent interviews: he is like Popeye.
What he has in common with the cartoon sailor man is the declaration: "I am what I am."
This shoulder-shrugging, take-it-or-leave-it approach has more gravitas than the teenage "whatever".
It could either seem endearingly self-deprecating or arrogantly smug. It is also the very meaning of the name of the god of the Old Testament.
So, Mr Romney is not that careless of the company he keeps.
But it boils down to an admission that he has proved fantastically difficult to package. Politically, he is a hard sell.
Even this latest tactic is better suited to the rumpled and rumbustious, brawling seaman or jealous gods, than this stiff and awkward man.
This makes how they do decide to present him at the end of the week all the more interesting.
Many who pack into the hall this week will instinctively sympathise with the advice of former President Teddy Roosevelt: "When you are dealing with politics, you feel you have your enemy right in front of you and you must shake your fist at him and roar the Gospel of Righteousness in his deaf ear."
No doubt a great deal of fist-shaking will ensue, some will roar and I dare say the odd tub will be thumped too.
But I think Mr Romney will leave that to others and try to rise above the roaring.
One hint came from a video for the very brief official opening of the convention, which saw him looking noble over lines about the US being built on on immigration and diversity.
Not at all the harsh tone of the party during the primaries. Patriotism and unity are likely to be his watch words, as his advisers check the progress of Isaac on their blackberries and iPhones, fingers crossed the boss does not get dragged into choppy waters by any ghostly undertow off the Gulf.

Coalgate: Congress, BJP firm; Parliament to remain comatose

New Delhi: There seems to be little chance of Parliament being allowed to function for the sixth day in a row on Tuesday as the deadlock between the Congress and BJP over the CAG report on coal escalates. The government has said no to a trust vote claiming that it enjoys the support of Parliament even as the BJP is adamant that the Prime Minister should resign taking moral responsibility.
A day after Prime Minister Manmohan Singh strongly defended himself and dismissed the Bharatiya Janata Party's (BJP) allegations as motivated, Congress President Sonia Gandhi will address her party MPs at the Congress Parliamentary Party meeting on Tuesday.
Sources say Sonia is expected to take on the Opposition and accuse it of running an organised campaign against her party and the government. With both sides sticking to their stands, it looks like the Monsoon Session is heading for a washout.
Parliament saw a repeat of last week on Monday with no work and only chaos. The Prime Minister did come up with a reply but his answer got lost in the din in Parliament. He was not allowed to complete his statement and was forced to lay down the papers in both the Houses. This marks a new low for Parliament when the Opposition did not allow the Prime Minister of the country to speak and was perhaps the first time that he was forced to lay his statement as the Opposition MPs continued to demand his resignation. He came out of Parliament and made a statement calling the CAG report disputable.
He also claimed that the policy of allocation existed since 1993 and was followed by the earlier governments, adding that the UPA had introduced the auction idea in 2004.
The Prime Minister also hit out at the main Opposition party, the Bharatiya Janata Party (BJP), for disrupting Parliament. Reacting to the attack by the Prime Minister, the BJP termed his statement as an excuse.
The BJP came out all guns blazing and said it had no faith in the Prime Minister or the UPa government.
Rejecting the Prime Minister's statement on the issue of coalgate, the Bharatiya Janata Party (BJP) on Monday took a tough stand against the government demanding Manmohan Singh's resignation and cancellation of all 142 coal blocks allocated during the UPA rule.
The principle Opposition also hit out at the government that despite losing revenues, Congress earned massive profits from the coal allotments. The BJP said that the Congress profited from the coal blocks allocation and not the country. " Congress got 'mota maal' (heavy profit) from coal blocks," the party said.
"The PM's address has not weakened our case, but has made it stronger. Our charge is that the competitive bidding policy of 2004 was not implemented for the past eight years," said the Leader of Opposition in Lok Sabha, Sushma Swaraj.
"I believe that coal revenue has not gone to the government but to the Congress party. If there is an independent inquiry into coal allocation, the Congress party will be as guilty as the government," she said while addressing a press conference.
Meanwhile, as the crisis at home continues to stew, the Prime Minister will heading to Tehran on Tuesday to attend the 16th Non-Aligned Movement Summit. He is scheduled to meet many world leaders there including Pakistan's President Zardari and Iran's Ahmedinejad.

Google reacts to Apple's US patent victory over Samsung

Google has said that it does not want the ruling in the Apple-Samsung patent lawsuit to "limit" consumers' access to Android devices.

A US jury ordered Samsung to pay Apple over $1bn (£664m) on Friday after ruling it had infringed several of the iPhone maker's software and design innovations.
Samsung said it intended to appeal.
There has been speculation that the news could encourage handset makers to install the rival Windows Phone system.
Google released its statement late on Sunday in the US.
"The court of appeals will review both infringement and the validity of the patent claims," it said.
"Most of these don't relate to the core Android operating system, and several are being re-examined by the US Patent Office.
Samsung Galaxy Nexus S"The mobile industry is moving fast and all players - including newcomers - are building upon ideas that have been around for decades. We work with our partners to give consumers innovative and affordable products, and we don't want anything to limit that."
Apple vs Android
Apple has indicated it will seek sales bans on the 17 phones at the heart of the lawsuit at a hearing on 20 September.
The list does not include Samsung's current flagship handset, the Galaxy S3, but does include earlier versions of the model.
However, Apple could also use the verdict to try to halt sales of other models that infringe its pinch-to-zoom patent.

During the court case Apple revealed it had licensed some of its technologies to Microsoft. Its lawyers also showed pictures of Nokia's Lumia - which runs Windows Phone 7 - as an example of a handset that looked distinctive from its own.
In contrast, Apple continues to be involved in lawsuits against two other Android-handset makers: Motorola - which is owned by Google - and HTC.
Microsoft's opportunity
Following the Samsung verdict, Bill Cox, marketing director for Microsoft's Windows Phone Division tweeted: "Windows Phone is looking gooooood right now."
Dell, HTC, Samsung, LG and ZTE have already created Windows Phone 7 devices, but only Nokia has concentrated its efforts on the system.
One analyst said that the US ruling presented Microsoft with an opportunity to convince others to put their weight behind the next version of its mobile system.
"I think this will force a reset on Android products as they are re-engineered to get around Apple's patents," said Rob Enderle, principal analyst at the tech consultancy Enderle Group.
"[It should also] provide a stronger opportunity for both of Microsoft's new platforms - Windows 8 and Windows Phone 8 - because they come with indemnification against Apple, suddenly making them far safer."
However, manufacturers will have to weigh up Android's popularity before making a move.
Cross-licensing
According to recent data from analysts at IDC, Android had a 68.1% of the global smartphone market between April and June. Apple's iOS had 16.9% and Windows Phone/Windows Mobile had 5.4%. The data was based on shipments rather than sales.
Nokia Lumia 800, ZTE Tania, HTC Titan, Samsung Focus 8If Apple's patents hold up under appeal Google could recode Android to ensure there was no potential infringement, or handset makers could seek to pay their rival a licence fee.
And there is another alternative: Apple could ultimately seek a patent cross-licensing deal with Google despite its late chief executive Steve Jobs' vow to "destroy Android".

Part-way through the Samsung case Google filed its first lawsuit versus Apple since taking over Motorola. It alleged seven patent infringements, one of which involves the technology used in the iPhone's Siri voice-activated search tool.
Were Google to succeed it could call for a import ban on Apple's iOS products, potentially forcing its rival into a deal.
The case is driving share prices in a number of technology stocks.
Samsung's shares fell 7.5% in Seoul on Monday - their biggest drop since October 2008, wiping about $12bn off the companies value.
Nokia's shares rose about 10% on the Frankfurt Stock Exchange.
In New York, Apple's stock was about 2% higher in pre-market trade, Microsoft's about 1% up and Google's about 1% down.

eventeen Afghan partygoers beheaded by Taliban

Afghan womenWomen voters line up to take part in Afghan elections in 2010: rights have improved since the reign of the Taliban but the country remains one of the most repressive in the world for women.
Fifteen men and two women have been found beheaded in Afghanistan's southern Helmand province. Officials said the victims were killed by Taliban insurgents as punishment for attending a mixed-sex party with music and dancing.
The bodies were found in a house near the Musa Qala district, 46 miles north of the provincial capital Lashkar Gah, on Monday, said the district governor Nimatullah, who goes by only one name.
"The victims threw a late-night dance and music party when the Taliban attacked," on Sunday night, Nimatullah told Reuters.
There were no immediate claims of responsibility.
Men and women do not usually mingle in Afghanistan unless they are related, and parties involving both genders are rare and highly secretive affairs.
For the Taliban, flirting, open displays of affection and the mixing of men and women are vehemently condemned.
In June, Taliban gunmen stormed a luxury hotel near Kabul demanding to know where the "prostitutes and pimps" were, according to witnesses. Twenty people were killed.
The Taliban said it launched that attack on Qarga Lake because the hotel was used for "wild parties".
During their five-year reign, which was ended by US-backed Afghan forces in 2001, the Taliban banned women from voting, most work and leaving their homes unaccompanied by their husband or a male relative.
Those rights have been painstakingly regained but Afghanistan remains one of the worst places on earth to be a woman.
A spokesman for the Helmand governor, Daud Ahmadi, said a team had been sent to the site of the beheadings to investigate.

Govt begins moves to hold 2G spectrum auction in Nov

New Delhi: The Department of Telecom (DoT) today issued the much-awaited Information Memorandum (IM) on the proposed auctions in 1800 Mhz and 800 Mhz bands. A notice inviting applications (NIA) has been promised within a month.
An IM informs all potential bidders about the rules and eligibility criteria for the auction so that they can plan their auction strategy as well as the business case for the spectrum to be auctioned.
A senior DoT official explained that the IM has been issued  early to make sure that auctions happen on time but the IM is still subject to the Supreme Court agreeing to the government’s proposal to extend the auction timeline to November-December. Earlier, the apex court had set 31 August as the deadline for completion of auctions, and this deadline has already been breached.
NIA is the final document issued by the government before auctions commence. Reuters
“We are not running ahead of the SC, we are waiting for its decision. The IM does not signal anything unless the NIA is issued, which will take a month. By then, we will have done a pre-bid conference, addressed queries from potential bidders and issued clarifications on a lot many things,” this official told Firstpost.
NIA is the final document issued by the government before auctions commence. All prospective bidders have to apply and their applications are scrutinised for eligibility to participate before the auction is finally held. There is a general feeling that the auction process could spill over to January next year if the SC approves the new timeline proposed by DoT.
According to the IM, NIA will be issued on 28 September and the last date for submission of applications would be 19 October. E-auctions begin for 2G, or the 1,800 Mhz band, on 12 November but they will be held for the 800 Mhz band only two days after the 2G auctions have closed.
The IM makes it clear that a minimum of eight blocks each of 1.25 Mhz (10 Mhz in all) will be put to auction in all service areas. In addition, a provision will be made for spectrum up to three blocks each of 1.25 Mhz  (3.75 Mhz), wherever available, after reserving spectrum for refarming against allocation in the 900 Mhz band for the licences expiring during 2014 to 2016 and also taking care of guard-band requirements (a guard band is a narrow non-allocated band between two frequencies to ensure that usage on one frequency does not impact the neighbouring band).
This means topping up the eight blocks of spectrum put to auction up to a total of 11 blocks each of 1.25 Mhz to meet the requirements of new entrants, if such an exigency arises, and to ensure that the entire quantum of spectrum of 10 Mhz in each service area is allocated in the auction.
Incumbent telcos will be allowed to take a maximum two blocks of 1.25 Mhz in each service area.  New entrants will be required to bid for a minimum of four blocks each of 1.25 Mhz in each service area. New entrants will also be allowed to bid for one additional block of 1.25 Mhz in each service area.

Coal row: Manmohan rejects CAG report; BJP blames him for revenue loss

Dubbing CAG's computation of loss of Rs. 1.86 lakh crore in coal block allocation as "flawed" and "misleading", Prime Minister Manmohan Singh on Monday took the
battle to the Opposition camp, blaming it for thwarting the Centre's effort to shift to competitive bidding. Making a

statement in both Houses of Parliament amid uproar created by BJP members, Singh refused to be on the back foot, declaring that he takes "full responsibility" for the decisions taken as he contended that CAG's "observations" are "clearly disputable".With BJP creating disruptions, he read out a few portions of his four-page statement before laying it in Lok Sabha and Rajya Sabha which were repeatedly adjourned because of uproar.
Conscious that the CAG reports are normally discussed in detail in the Public Accounts Committee of Parliament where the ministry concerned responds, Singh said he was departing from this established procedure "because of the nature of the allegations that are being made and because I was holding the charge of coal minister for a part of the time covered by the report."
Responding point-by-point to the CAG's observations, the Prime Minister said even if the government auditor's contention that benefits accrued to private companies were accepted, "their computations can be questioned on a number of technical points."
He asserted that aggregating the "purported gains" to private parties "merely on the basis of the average production costs and sale price of CIL (Coal India Limited) could be highly misleading."
As coal blocks were allocated to private companies only for captive purposes for specified end-uses, he said, it would not be appropriate to link the allocated blocks to the price of coal set by CIL.
The Prime Minister, whose resignation is being sought by the BJP, asserted that "any allegation of impropriety is without any basis and unsupported by facts".
Seeking to corner the Opposition over the issue, he said the policy of allocating coal blocks without competitive bidding existed since 1993 and previous governments also allocated "precisely in the manner that the CAG has criticised".
He also said major coal and ignite bearing states like West Bengal, Chhattisgarh, Jharkhand, Orissa and Rajasthan "ruled by Opposition parties" were "strongly opposed" to a switch over to competitive bidding process.
On the charge of delay in bringing the Coal Mines Nationalisation (Amendment) Bill, 2000 to facilitate commercial mining by private companies, Singh said it was
pending in Parliament for a long time owing to "stiff opposition from the stakeholders" and government wanted broader consultations and consensus.

http://www.hindustantimes.com/Images/Popup/2012/8/pmcoal1.jpg
Singh said these state governments felt that a switch over would increase the cost of coal, adversely impact value addition and development of industries in their areas and dilute their prerogative in the selection of leases.
Citing instances, he said the then BJP chief minister of Rajasthan Vasundhara Raje had written to him in April 2005 opposing competitive bidding.
The Prime Minister quoted Raje as saying then that the competitive bidding was against the spirit of the Sarkaria Commission recommendations.
Singh also named another BJP chief minister Raman Singh (Chhattisgarh) saying that the latter had written to him in June 2005 seeking continuation of the extant policy of coal block allocation.
He said the Chhattisgarh chief minister had requested that any change in coal policy be made after arriving at a consensus between the central government and the states.
"The state governments of West Bengal (Left) and Orissa (BJD-led) also wrote formally opposing a change to the system of competitive bidding," Singh said.
The Prime Minister termed as "flawed" the premise of the CAG that the competitive bidding could have been introduced in 2006 by amending the existing administrative instructions and said it is "based on a selective reading" of opinions given by the Department of Legal Affairs.
Claiming that initially, the government had initiated a proposal to introduce competitive bidding by formulating appropriate rules, he said representatives of coal and ignite bearing states voiced their opposition to the proposed switch over in a meeting convened by the PMO on July 25, 2005.
Referring to that meeting, Singh said, "...it was further noted that legislative changes that would be required for the proposed change would require considerable time and the process of allocation of coal blocks for captive mining could not be kept in abeyance for so long given the pressing demand for coal."
The Prime Minister said it was, therefore, decided in the meeting to "continue with the allocation of coal blocks through the extant Screening Committee procedure till the new competitive bidding procedure became operational.
"This was a collective decision of the Centre and the state governments concerned," Singh said.
The Prime Minister noted that the issue was "contentious" and the proposed change to competitive bidding required consensus building among various stakeholders with divergent views, which is inherent in the legislative process.
Singh said the Ministry of Power felt that the auctioning of coal could lead to enhanced cost of production energy.
"In any case, in a democracy, it is difficult to accept the notion that a decision of government to seek legislative amendment to implement a change in policy should come for adverse audit scrutiny...The CAG report has criticised the government for not implementing this decision speedily enough ....But given the complexities of the process of consensus building in our Parliamentary system, this is easier said than done," he said.
Questioning CAG's computation of losses, the Prime Minister said coal blocks offered for captive mining are generally located in areas with more difficult geological conditions than those of the Coal India Limited.
"According to the assumptions and computations made by the CAG, there is a financial loss of about Rs. 1.86 lakh crore to private parties. The observations of the CAG are clearly disputable," Singh said.
He noted that the CAG has computed financial gains to private parties as being the difference between average sale price and the production cost of CIL of the estimated extractable reserves of the allocated coal blocks.
"Firstly, computation of extractable reserves based on averages would not be correct. Secondly, cost of production of coal varies from mine to mine even for CIL... Thirdly CIL has been generally mining coal in areas with better infrastructure and more favourable mining conditions, whereas the coal blocks offered for captive mining are generally located in areas with more difficult geological conditions," he said.
Singh also said that a part of the gains would in any case get appropriated by the government through taxation as Mines and Minerals (Development and Regulation) Bill, presently being considered by Parliament and 26 per cent of the profits earned on coal mining operations would have to be made available for local area development.
"Therefore, aggregating the purported financial gains to private parties merely on the basis of average production costs and sale prices of CIL could be highly misleading.
Moreover, as the coal blocks were allocated to private companies only for captive purposes for specified end-users, it would not be appropriate to link the allocated blocks to the price of coal set by CIL," he said.
Singh also said that from 1993, successive governments continued with the policy of allocation of coal blocks for captive use and did not treat such allocations as a revenue generating activity.
Singh said the "idea of action was conceived for the first time by UPA government" in the wake of increasing demand for captive mines and action was initiated to examine the idea in all its dimensions.
"While the process of making legislative changes was in progress, the only alternative before the government was to continue with the current system of allocations through the Screening Committee mechanism till the new system of auction-based competitive bidding could be put in place.
"Stopping the process of allocation would only have delayed the much-needed expansion in supply of coal ... postponement of coal blocks until the new system was in place would have meant lower energy production, lower GDP growth and also lower revenue," he said adding it was "unfortunate" that the CAG did not take these aspects into accounts.
Singh also said the government has initiated action to cancel the allocations of allottees who did not take adequate follow-up action to commence production.
The Prime Minister also warned "due action against wrong doers" on the basis of the on-going CBI investigations into the allegations of malpractices.
He said it has always been the intention of the government to augment coal production by making available coal blocks for captive mining through transparent processes and guidelines, which fully took into account the legitimate concerns of all stakeholders, including the state governments.

"The implicit suggestion of CAG that Government should have circumvented legislative process through administrative instructions, over the registered objections of several state governments including those ruled by Opposition parties, if implemented, would have been undemocratic and contrary to the spirit of the functioning of our federal polity," he said.
Maintaining that "CAG's findings are flawed on multiple counts", Singh said now that report is before the House, "appropriate action on the recommendation and observations contained in the report will follow through established Parliamentary procedures".

PM making excuses: BJP

The Bharatiya Janata Party (BJP), however, said on Monday that Prime Minister Manmohan Singh was making excuses to hide  facts on the allocation of coal blocks.
"Country is upset with prime minister's statement. He is making excuses and is hiding the facts," BJP leader Prakash Javadekar told reporters after Manmohan Singh's statement in parliament on the issue that has seen adjournments of both houses during last week.
In the entire statement, Javadekar said, the only correct point is that the prime minister takes full responsibility for the decisions of the coal ministry.
"All the files related to coal allocation had his stamp as the coal minister and that is why we want him to resign," he added.

Palestine's first women racing team finds freedom behind the wheel

Palestine's first women racing team finds freedom behind the wheelRamallah: With her bright orange pedicure, Michael Kors handbag and skinny jeans, Maysoon Jayyusi hardly looks like a Palestinian speed racer -- until she gets behind the wheel.

The minute she starts up her SUV, she's off -- coursing ahead of the rest of the traffic, weaving among bewildered locals in the crowded streets of the West Bank city of Ramallah.

It's easy to see why the team she heads -- the Middle East's first female speed racing team -- has been dubbed the "Speed Sisters".

The group of six women, Muslims and Christians from their 20s to mid-30s, have battled sceptical parents, the realities of the Israeli occupation and a sometimes disapproving public to become local stars and even the subject of a documentary.

"We feel we are free when we're doing this," teammate Mona Ennab, 26, said. "It's a way to escape everything around us."

Jayyusi, 36, said her love of speed was born out of frustrating hours stuck in long lines at Israeli checkpoints.

"I feel such depression at the checkpoints, but this speed makes me feel like I'm powerful, it helps me expel my depression," she told AFP.

"When the soldier finally lets you past, you feel like you want to fly."

Jayyusi had to take lessons behind her parents' backs after graduating with a business degree from Bir Zeit University, saving up her salary to pay for them.

"They didn't think I needed my licence, and it was expensive," she said.

But it paid off. In 2010, the skills displayed in her daily commute drew notice and she was approached by the head of the Palestinian Motor Sport and Motorcycle Federation, Khaled Qaddoura.

He offered Jayyusi the chance to participate in a training camp for drivers sponsored by the British Council, along with several other women, all with different levels of experience -- and the Speed Sisters were born.

Ennab also started driving without her family's permission before she was old enough to even take lessons. "I used to steal my sister's car and drive it around without a licence," she laughed.

Behind the wheel, she shows no fear, throwing her car around an obstacle course of cones in the parking lot of a West Bank slaughterhouse -- the best place available for the team to practise -- with what might seem reckless abandon.

Ennab grins cheekily as onlookers gasp at the sound of screeching tyres, watching the rear end of the car swing seemingly out-of-control in a semi-circle as she lets it "drift" around the cones.

-- 'I feel total freedom' --

For the women, getting behind the wheel is also a way to escape social demands.

"In our culture, there is a lot of pressure to listen to your parents, but when I get in the car, I can do what I want with it," Jayyusi said. "I feel total freedom."

Both women at first kept their speedracing secret from their families. Jayyusi's parents found out thanks to a local newspaper report.

"My mum was like 'Oh my God, you're going to die!," she recalled, adding that her mother is still too afraid to watch her drive -- though supports her fully.

Ennab's family has also come round to their daughter's need for speed, and her mother is now a fixture at all her competitions across the West Bank.

Betty Saadeh, 31, another team member, faced no such challenge.

A glamorous blonde who drives a sleek Peugeot sportscar thanks to a sponsorship deal with a local branch of the French carmaker, she comes from a family of racers and said her only pressure is competition from relatives.

"My dad is a champion racer in Mexico and my brother is too," she said. "It's in my blood -- there's definitely a family rivalry."

Saadeh was born in Mexico then lived in the United States, but moved back to the West Bank with her family at the age of 13.

"I want to be here, it's my country. Why not show the world that Palestinian women can do anything?"

For Saadeh, racing isn't political but she says she's proud to represent the Palestinian Territories.

"When I compete with the Palestinian flag, it shows what we want, that we want a country, that we deserve a country."

There is no escaping the fact that Israel's presence in the West Bank affects the team's ability to practise and drive.

Their one-time practice spot by the Ofer military prison has become unusable because of the debris -- stones, rubber bullets and tear gas canisters -- left behind from clashes between protesters and Israeli troops.

And long-distance rally driving in a territory carved up into three administrative areas and dotted with military checkpoints is impossible, Jayyusi said

Undaunted, the women have major ambitions, boosted by a recent trip to the famed Silverstone racetrack in Britain.

"I want to compete internationally at Formula One," Saadeh said. "My dream is to race at Silverstone as a professional.

Salman Khan, Katrina Kaif in Ek Tha Tiger

First Weekend"Ek Tha Tiger made an approx 11.75 Crores on it’s 1st Friday at the box office. After opening to a humongous 32.92 Crores and grossing 14.55 Crores on it’s 2nd Day, Ek Tha Tiger looks pretty steady with 59.22 Crores in it’s pocket," reports Koimoi.com. "The movie might have seen a steady fall in its last two days but one can surely account that to working days not being huge grossing days. However, Ek Tha Tiger has created a new record at the Indian Box Office. In its 1st weekend (i.e. 1st 3 days run) it has grossed about 59 crores which is the highest ever in Indian history. Post Monday, when the fasting season of Ramadan gets over, there is no saying what collections will the movie make," adds the website.

Do you think Salman Khan is the biggest actor in Bollywood today?

2nd day collections"After shattering every record possible to shreds Ek Tha Tiger moved to its 2nd day. As per early estimates the movie would have made 16 crores on it’s Day 2 at the Indian Box Office. Ek Tha Tiger had grossed a humongous 32.92 crores on its Day 1 and its total box office collections till date stands at 48.92 crores," reported Koimoi.com.
"The fall was quite expected as Thursday was a working day and not a holiday unlike Wednesday. However, the movie is expected to hit the chords again this weekend. There is no doubt that Ek Tha Tiger will prove to be an all time blockbuster at the box office if it sustains its momentum even for a weekend," added the website.

1st day fever
"#EkThaTiger biz on Wed is humungous, historic. But wait for Eid celebrations. It will create History *again*. Picture abhi baaki hain!" Taran Adarsh wrote.
"The 1st day box office collections of Ek Tha Tiger can be simply termed in one word as 'spectacular'. Something like this has never before happened in Bollywood. The movie made an approx. 30 crores (as per early estimates) on it's Day 1 at the Indian box office. Ek Tha Tiger did not just do good in a few circuits as there is really no circuit where the movie didn't break apart a set record," reports Koimoi.com.
"Ek Tha Tiger has smashed the opening day collections of Hrithik Roshan's Agneepath which had amassed a mammoth 23 crores. The movie also broke the much hyped Shahrukh Khan's Ra.One opening day record of 25 crores. Salman is out to break all the box office records ever set in India," adds the website.

New queen bee?

Rajiv Vijayakar speaks to the only actress currently giving Kareena Kapoor a run for her money — Katrina Kaif — on her spate of hit blockbusters, her growth as an actress and her experience with some of the heavyweights of Bollywood.
Screen siren: Katrina KaifThe bimbette of Boom has transformed — and how!

Though her earlier films saw her essentially as a Barbie brand of eye candy, Katrina Kaif has moved fast since her debut with that Hinglish film in 2003 to become a frontline star today.

Her Hindi debut, in Sohail Khan’s Maine Pyar Kyun Kiya (2005), saw her override her Westernised features and British accent to show that she has what it takes to be a successful Hindi film heroine.

The association with Salman Khan may have helped her at best with a handful of assignments, but the actress has worked on all her weak areas (like diction) painstakingly, to emerge a winner. She is considered as Kareena Kapoor’s only rival at the top slot, with a better box office average than any star, Kareena included, in the last 25 years!

To chalk up names like David Dhawan, Ram Gopal Varma, Priyadarshan, Anees Bazmee, Rajkumar Santoshi, Prakash Jha, Subhash Ghai, Yash and Aditya Chopra, Karan Johar, UTV, T-Series, Vipul Shah, Anil Sharma and Farah Khan in such a short span of time is no easy achievement, especially given her background.

Movies such as Namastey London (2007), New York (2009), Raajneeti (2010) and Mere Brother Ki Dulhan (2011) have shown that Katrina has a lot of substance as well.

Khan-do attitude

In fact, the last film proved conclusively that she can carry a film on her slender shoulders. It is after this film that Yash Raj Films signed her on for three films, one each with the three reigning Khans — Salman Khan in the just-released blockbuster Ek Tha Tiger, Shah Rukh Khan in a directorial venture marking Yash Chopra’s return after eight years, and Aamir Khan in Dhoom:3.

Her sunny temperament and million-dollar smile could make your day. Katrina is the epitome of charm when we catch up with her at Yash Raj Studios, on the eve of the release of her latest film. Of late, Katrina has always stressed that she will do only substantial roles. Ask her about this and she says, “Ek Tha Tiger is a love story.

Kabir Khan, my director, is a trusted friend since the days of New York, in which he gave me one of my earliest dramatic roles. We have remained in touch since and this is a role stronger than the one I played in that film.

I am working with all the Khans now, but I would not do any of these films if my roles were not strong, just as I would not insist that every script revolves around me. And I choose my films now with a mix of my heart and brain and above all, my instinct. If I love it, I will do it, even if the commercial angle does not look that strong.”

About her action sequences in this film, she says, “I felt very safe doing them, thanks to the rehearsals. We rehearsed on location in Cuba and for me, these fight sequences were like dance numbers, except that the pace was much faster!”

Of course, Katrina loves her song and dance too. “I love our songs and the audiences really adore them. They are the greatest connection with the people. The response that music evokes is phenomenal and can sometimes equal a great performance, like in the case of Chikni chameli. That is why even Mashallah has helped the film’s appeal,” she says.

How was it working with Salman Khan for the first time after Yuvvraaj and the end of their romantic relationship? “Salman has not changed. He has always been the same and we remain great friends.

We have always been there for each other and nothing comes in the way of that. Since 2010, he’s become very big as a star, but personally he has not changed at all. It’s the circumstances around him that have changed — the way he is perceived and so on.”

What about the general opinion that he should now settle down in matrimony? “If he had found the right girl, he would have done so, right?” she counters with a smile, as she adds in a sweet but matter-of-fact tone, “Why should someone marry because others feel that he should, or because he is old enough to marry?”

Did she recommend Kabir Khan as a director, after New York, to Salman? Katrina surprisingly reveals that it was the other way round. Salman had watched a documentary done by Kabir even before he directed his first feature and when Katrina was in a dilemma about accepting New York, and had asked Salman for his opinion, he had told her to blindly go ahead when she had mentioned the director’s name.

She has sized up the three Khans clearly, even if she has not yet shot with Aamir Khan. “We have met on the sets, though. I think all three of them are complete professionals. Someone asked me what I think of the rivalry between them, but again, that’s a public perception created by the media. I do not think they look at each other that way.

And there must be something in them because of which they have ruled for 20 years, right?”

Why have none of the younger stars like Ranbir Kapoor and Imran Khan been able to make a dent in the reign of the Khans and also take on Akshay Kumar or Ajay Devgn? “I do not think anyone has an answer to that, and that’s the beauty of this industry, which is so unpredictable and where the possibilities are endless.” Diplomacy, too, has been clearly mastered by Ms Kaif.

As the outsider who has made it big, what is her own take on her success? “I don’t know,” she says with another dazzling smile. “Maybe it is hard work?”

Buzz was that she was very nervous on the sets of the Yash Chopra film. Was that because of Shah Rukh? “No, it was because I was working with Yash ji as a director and he is so senior in this field — he has been a director for more than 50 years!” she says.

“With Shah Rukh Khan, the intimidation level was perhaps less, because, I had not really watched the films that have made him what he is,” she adds candidly.

How does she respond to criticism as an actress? “Ummm…I have faced a lot of it and I do consider what is written about me.

But if I have done my best then I do not let negative reports bother me. If a journalist just wants to attack me, then I know I cannot change things and so there is no point in getting hassled anyway,” she smiles again.

Is she doing Raajneeti 2? “Prakash ji has narrated a terrific story idea to me,” she says. “I would really love to be a part of it.” For Katrina, a good script is one which is “never boring.”

She also feels that a good film happens, and can never be planned. “It’s about the story, how convinced and interested a director is about telling the story, and the team that he puts together to narrate it,” she says simply.

What is her take on other top actresses of today? The diplomacy goes up a notch as she replies, “It’s great that none of us are duplicates of the other and can all get equal chances to do great roles.”

Coalgate: Deadlock in Parliament likely to continue, Speaker may call all-party meet

New Delhi: In all likelihood, the deadlock in Parliament over coal block allocations will continue on Monday. It is, however, expected that the Lok Sabha Speaker would call an all-party meet to discuss the matter, if the Opposition doesn't allow Parliament to function on Monday.
Sources say that the Congress is hoping for a change of heart within the BJP. However, if that doesn't happen, sources say the all-party meet would be called in, where the Congress would reiterate its offer to discuss all scams and controversies.
Sources also say that Prime Minister Manmohan Singh will clarify his stand on the coal allocations through an address to the nation before he leaves for Iran on Tuesday to attend the NAM summit on August 30-31.
Coalgate: Deadlock in Parliament likely to continue, Speaker may call all-party meet
Meanwhile, the BJP's efforts to reach out to non-NDA parties over the coal issue has reportedly borne limited success.
So far, only the Telugu Desam Party (TDP) and the AIADMK have supported it in seeking the PM's resignation on the floor of the House.
The Bahujan Samaj Party, the Samajwadi Party and the Left, however, have maintained a safe distance.
The main Opposition party, although, is not willing to give up just yet.
BJP leader Arun Jaitley said, "Disturbing information has surfaced that a valuable public resource was being allocated arbitrarily with the underlying condition of political funding of the party in power... The Prime Minister's office is a sacred institution in Indian democracy. It has to be judged by standards much harsher than those which would apply to Ministers like Shri A Raja. ...We, in the Opposition, are not interested in merely the issue being talked out through a one-day debate in Parliament.
"...If a debate is being used today to put a lid on accountability then an alternative strategy is necessary. Parliamentary obstructionism should ordinarily be avoided. However, in the rarest of rare cases, obstructionism also bring its dividends."

Congress, other parties have corruption-blackened hands: Anna Hazare

Ralegan Siddhi: The Congress and other political parties have their hands "blackened" with corruption, Anna Hazare said on Sunday and added that only people with honesty and integrity should be sent to Parliament.
Addressing reporters at his village in Ralegan Siddhi as members of India Against Corruption (IAC) in New Delhi were holding protests against corruption, Hazare said: "The Congress's hands are blackened, every party has blackened hands, and each is accusing the other of corruption."
He was referring to the stand-off between the Bharatiya Janata Party (BJP) and the Government over the official auditor's report on allocation of coal blocks. The protests by the BJP has resulted in parliament getting adjourned for four days.
Congress, other parties have corruption-blackened hands: Anna Hazare
"No party can give the country any future," Hazare said, adding that only people with honesty and integrity should be sent to Parliament.
Members of his disbanded Team Anna, including Arvind Kejriwal and Prashant Bhushan, were detained by police in Delhi briefly as they tried to stage anti-corruption protests outside the residences of Prime Minister Manmohan Singh, Congress president Sonia Gandhi and BJP chief Nitin Gadkari.

BJP unrelenting, stand-off to continue

Hopes of an end to the Opposition-Congress stand-off on the CAG report on coal vanished on Sunday with the BJP reiterating that it would not allow Parliament to function until its demand for the resignation of Prime Minister Manmohan Singh is met.
Mindful of the concerns among the other opposition parties, including the Left, over its tactics of stalling the House, the BJP reached out to them and explained why it was sticking to its demand.
Amid indications that some of the opposition parties were preparing to convince the BJP to allow Dr. Singh to explain his position, Leader of the Opposition in the Rajya Sabha Arun Jaitley issued a statement explaining why his party thought that a debate and an explanation by Prime Minister in Parliament would be futile.
Meanwhile, Leader of the Opposition in the Lok Sabha Sushma Swaraj called up leaders of the opposition parties individually and informed them of the BJP’s stand. She called off a formal interaction with them proposed for Monday.
CPI MP Gurudas Dasgupta said: “Sushma Swaraj told us that her party cannot allow Parliament to function with the Prime Minister at the helm of affairs even if it means stretching [the protest] to the whole of the monsoon session,” scheduled to end on September 8.
Without even getting into the Congress challenge to bring a no-confidence motion, a belligerent Jaitley said: “Suggestions that the issue should be debated only in Parliament will put the lid on one of the greatest scandals in Indian history. We, in the Opposition, are not interested in the issue merely being talked out through a one-day debate.”
“The Prime Minister’s Office is a sacred institution. It has to be judged by standards much harsher than those which would apply to Ministers like Shri A. Raja. If the process of allocation [of coal blocks] by the Prime Minister as a Coal Minister smacks of arbitrariness, it shakes our national conscience. The onus is now on the Prime Minister to accept the responsibility for what has happened.”
Conceding that debate was an essential ingredient of Parliament, the BJP leader said that when parliamentary institutions were subverted and accountability was not permitted, the polity must invent new tactics so that the principle of accountability was not sacrificed. “Debate and accountability must coexist.”
Mr. Jaitley contended that but for the Opposition insistence in December 2010 on a JPC on 2G spectrum, which cost an entire winter session of Parliament, the country would not have benefited.

Won't form a political party or fight poll, says Anna

New Delhi: 8.50 pm: The Mumbai police on Sunday registered a case against over 40 volunteers of India Against Corruption (IAC) for unlawful assembly. A group of people led by IAC city head Mayank Gandhi had gathered in suburban Andheri for protest over coal block allocation issue for which they had not sought permission, police said. According to police, the IAC volunteers were carrying flags, placards and shouting slogans.
7.57 pm: Accused by erstwhile Team Anna of being hand-in-glove with Congress on the coal block allocation issue, BJP on Sunday warned that any attempt to target the opposition parties might dilute the war against corruption.
The party, however, welcomed the group's political agitation, saying there was nothing wrong in it. "We welcome their political agitation. There is nothing wrong about it. But, the fact remains that this attempt to target the opposition parties may dilute the war against corruption," BJP spokesperson Rajiv Pratap Rudy said.

6.59 pm: Anna Hazare on Sunday said that he will not form a political party or stand for elections. "I will not create and political party or stand for election. After two months, I will go for country wide tour and will educate masses that they have the power and should elect qualified people for Parliament. Then only situation will improve. I will give alternative to society. That’s why I will travel and awake people," he said.
6.05 pm: Kiran Bedi, who skipped the protest orgainsed by the IAC on Sunday, said that the anti-corruption movement needs the support of the main Opposition party, the BJP.
"Why I did not attend the Rally today? I had informed the team my personal perspective, that we ought to focus on the ruling party as bracketing Opposition right now when they are already attacking the ruling party will in fact benefit only the party in power," she said.
"End of the day if we paint all black who will get us what the country needs now and in the near future? IAC cannot be an alternative overnight, it will take time. We have to get effective systems in place soon, where we need the prime opposition party," she added.
"I am being objective in this. I have no political affiliation, inclination or expectations. I want the movement to grow and reach the grass roots," she said.

Lashing out at the Congress and the BJP, India Against Corruption (IAC) member Arvind Kejriwal on Sunday said that both the parties had looted the country and that the CAG report on coal allocations were a proof of that.
"Coal mines were allotted to companies that make underwears, gutka and cassettes. The Chief Ministers allocated coal mines to their favourite companies," he said.
He added that Prime Minister Manmohan Singh had admitted that coal mines were sold for far less in order to "reduce costs to power companies".
"Why then are our electricity costs rising?" he asked.
Kejriwal had other questions too. He posed them to the PM. "Is it true that the coal secretary told you to auction coal blocks? Is it true that the Law Ministry told you that there is no need to change laws to auction?" he asked.
He continued, "The BJP, the CPM and the BJD gave you wrong advice on auctioning of coal blocks. Which Chief Ministers recommended you to give coal blocks to industrialists? Which industrialist has connection with which parties? Why shouldn't the licences of coal blocks be cancelled? Are you in agreement with Kapil Sibal's statement that there was zero loss in the 2G spectrum scam and the coal blocks allocations?
"Why is it that whenever the Congress comes to power, there is no action against corruption committed by the BJP? Is it not true that the Congress and the BJP are hand-in-gloves to not let Parliament function? Which dharma are you following?"
He had similar questions for BJP President Nitin Gadkari. "Why is it that the BJP government doesn't want to take action against corruption cases when the Congress ruled?" he asked.
I am Anna Hazare's soldier: Arvind Kejriwal
On reports that people seemed ready to accept him as their leader, with many wearing caps that say 'I am Arvind', he said, "Our leader is Anna Hazare. I am just his soldier. If anyone is wearing such a cap, please replace it with the cap that says 'I am Anna'."

Indian off-spinner Ravichandran Ashwin, who returned with his career-best, match-winning haul of 12 for 85 against New Zealand in the first Test match at Rajiv Gandhi Stadium in Hyderabad on Sunday, says he is pleased that the happy days are back again not just for him but for the entire Indian team.
“Well, for the whole team it was a tough one year so far. This is the best possible start really. I am really happy,” Ashwin informed media after India wrapped up the Test match. “If you remember the last time New Zealand was here two years ago they did bat well and almost drew the Test series,” he pointed out.
The star performer from India stressed that he was never the one to get bogged down by a poor run or be happy with good performances. “I prefer to let the ball do the talking, keep working constantly on various aspects of the bowling,” Ashwin pointed out.
“Well, this is a venue where we have not won the Test last time. We came here with lot of apprehensions. Given this backdrop, it is a good start to the series and the focus will shift to second Test in Benguluru where the Kiwi batters are expected to come up with better plans. We have to be up against that,” he remarked.
Referring to the close-in catching which was very good in both innings, Ashwin said it was really good. “There were some terrific catches. Especially the one Sehwag to send back Franklin. These are the kind of efforts which put pressure on the batsmen and which the bowlers relish a lot on these tracks,” he said. “In fact, these helped me push for the five-wicket haul and also close in on the match,” he added.
Questioned whether there were any apprehensions when Brendon McCullum and Kane Williamson were batting well, the Indian offie did not think so. “These things (partnerships) do happen at any level and all we have to do is to stay focussed, stick to basics, price them out and be patient,” he said.
Ashwin picked the dismissals of Jeetan Patel in the first innings and New Zealand captian Ross Taylor in the second innings as the best of all his victims in the match. “I think even Franklin’s dismissal today was not far behind,” he said with a proud smile. He also felt credit should be given to his spinning partner and left-armer Pragyan Ojha. “It is always important for the bowler from the other end to build pressure and I think he did a very good job,” he signed off.
Kiwi captain disappointed
For his part, Kiwi captain Ross Taylor said he was certainly disappointed with the innings defeat in Hyderabad. “I think both Ashwin and Ojha bowled in the right areas to get the wickets. But, we do need to look forward,” he said.
However, Taylor was in no mood to debate the lbw decision against Brendon McCullum when TV replays showed a clear deflection off the bat. “There is no DRS system. The umpires are human and they may err,” was all he said diplomatically.
On the second Test in Benguluru, the New Zealand captain said they had to work out a little bit on batting technique against the spinners on these wickets. “But again, it is mostly in the minds. We have to clear it as early as possible,” he concluded.
